Or it could be the Governor's proposals to cut $1 billion in corporate taxes and income taxes on the highest earners. Alternatively, $1 billion could be invested in low-income housing. The Governor and many legislators want policies that benefit those not poor. In Virginia, we can choose to end poverty, or not.
